Enabling infrastructure for Holtze residential development
About the project
The Northern Territory Government (NTG) is planning and delivering enabling infrastructure to support residential development in Holtze.
NTG is readying the land for development by building district-level infrastructure connections such as:
- roads
- shared paths and street lighting
- services such as power, water, sewer and telecommunications.
A private developer, Holtze Land Company, will deliver the subdivision of lots and build the internal roads and services for individual properties.
Development in Holtze will eventually form part of a wider development known as ‘Greater Holtze’ which will also include:
- Holtze North
- Kowandi
- Howard Springs North (identified for potential recreation opportunities).
Greater Holtze as a whole has the potential to produce 11,000 new homes. Holtze is the first area to be developed in Greater Holtze and will deliver 544 new residential lots (The Parks Living).
Project location
Holtze is located across from the Palmerston Regional Hospital and 2.5 km northeast of the Palmerston CBD within the Litchfield municipality. The area covers around 46.5 hectares of land.
The area being developed is bound by Linco Road to the south, Taylor Road to the east, the future extension of Gunn Point Road to the north and Crown land intended for a future Holtze Activity Precinct to the west.
Constructing enabling infrastructure
The Northern Territory Government is constructing enabling infrastructure in 2 parts, part A and part B.
NTG awarded a $19.4 million contract to AKJ Services in September 2024 to complete part A enabling infrastructure works in Holtze.
Construction of part A works started in November 2024 and is expected to be finished in late 2025.
The construction of future stages of enabling infrastructure for Holtze and Kowandi will be confirmed after completion of the design process.
About part A
Part A works include:
- Road upgrades and extensions including:
- widening the existing Glyde Point Road and duplication of Linco Road
- upgrading the Glyde Point and Linco Road intersection
- upgrading the Linco Road and hospital access intersection (in preparation for a future 4-way signalised intersection)
- extending Linco Road including a new roundabout to provide access to the future development
- stormwater drainage upgrades
- street lighting upgrades
- landscaping through the Glyde Point Road and Linco Road alignments, including entry statement level landscaping.
- Services including:
- water main via Palmerston Regional Hospital Access Road 1
- sewer main via Palmerston Regional Hospital Access Road 2
- communications infrastructure including NBN and Vocus
- temporary above ground high voltage power supply north of future Glyde Point Road alignment and new below ground HV and LV power reticulation and associated infrastructure
Environmental protection measures including fencing around a high density Typhonium reserve (a vulnerable plant listed under the Territory Parks and Wildlife Conservation Act 1976).
Power will be connected during part A works as temporary above ground high voltage powerlines north of the future Glyde Point Road alignment. Above ground powerlines will be replaced with below ground power in future.
About part B
Part B enabling infrastructure is currently being designed and is to include:
- Road extensions including:
- extension of Linco Road through to Taylor Road
- street lighting upgrades
- stormwater drainage upgrades to cater for Linco Road extension
- roadside landscaping.
- Services including:
- trunk watermain from Howard Springs Road
- trunk sewer from the existing trunk sewer in Farrar
- communications infrastructure including NBN and Vocus
- high voltage electrical feeders from Howard Springs Road.
- Potential detention basin(s) within Kowandi to receive stormwater flows from the Holtze area.
Part B works will take place behind properties on Taylor Road in Holtze and Inverway Circuit in Farrar.

The planning context
There are a number of land use plans independently developed by the Northern Territory Planning Commission that guide the development of Holtze. These plans include:
- Darwin Regional Land Use Plan 2015
- Holtze to Elizabeth River Subregional Land Use Plan 2022
- Greater Holtze Area Plan 2024
These land use plans provide a high-level picture of the area (the ‘what’ and ‘why’) including how the land should be used, how it ties into the wider area and ensures good and thoughtful planning.
The delivery of land use plans then informs the development of project specific plans (including the Part A and B enabling infrastructure works), which are constructed to assist in achieving the vision for the growth of Holtze. The project specific plans focus on the ‘how’.
The Planning Commission consults widely with stakeholders and the community when it develops land use plans to ensure everyone has a chance to have their say on the future of the Territory.
The Department of Lands, Planning and Environment and the Department of Logistics and Infrastructure’s role is to deliver on these plans through its project specific plans.
Holtze Land Company
In May 2024 NTG announced Holtze Land Company as the successful developer to subdivide and deliver lots in Holtze.
Holtze Land Company is a joint venture between local companies AKJ Development and HB Constructions.
Holtze Land Company is subdividing the land and connecting in services including power, water and sewer. These lots are being sold under the name The Parks Living. The developer will also construct the internal roads, shared paths, streetlighting and vegetation ahead of selling individual lots.
Holtze Land Company will develop 544 residential lots within Holtze, which is the first tranche of the planned Greater Holtze development.
Staying informed
