Infill development and subdivision in Zone LR (Low Density Residential)

The Northern Territory Government is seeking feedback on proposed changes to the Northern Territory Planning Scheme (NTPS) 2020 to facilitate smaller blocks and more housing types in Zone LR (Low Density Residential).

Zone LR land exists in the urban areas of Darwin, Palmerston, Katherine, Tennant Creek and Alice Springs, as well as smaller pockets in Humpty Doo and Batchelor.

The changes include reducing the minimum lot size to 450m2, allowing more types of housing such as duplexes and townhouses and allowing battle-axe lots in Zone LR. The proposed amendment responds to the findings and recommendations of the NT Planning Commission’s review and community consultation carried out in December 2025.
